Well, to make it more specific:
The movie gets pixelated with small blocks, only in fast parts, for example: a hand that moves fast from side to side, i pause the movie and i can see small pixels.
i tried doing a bigger file size, 25 minutes movie -> 400 MB
and the quality gets better, but i still see some pixels... i guess there must be some filter to correct this without increasing even more my file size.
The source DVD has no pixelating, it is perfect.

he's talking about block artifacts due to insufficient bitrate.
Solutions:
1 - Use a higher bitrate
2 - Use a lower resolution
3 - Use a smooth matrix (or a low bitrate one)
4 - Use noise reduction/blur filters to rise the compressibility of the source
