I get this sometimes on video (avi, vob) encoded to NTSC mpeg2 using TMPGEnc Plus whether I use 2-pass and motion compensation or not. I guess the color in the blurs are also shaped like blocks. I can see this both on PC (Realplayer/VLC) and standalone DVD player. I read this thread http://forum.doom9.org/showthread.php?t=23289&highlight=blur about possibly forcing I picture but I can't find any guides on how to use the GOP tab. Guides at videohelp.com don't cover this. Thanks.
