I'm currently using dvdshrink. will i notice a difference in quality with a free encoder like rijeg or qenc compared to dvdshrink's transcoding?

It depends on how much compression you use. If using Shrink you go down to 85% or less, then yes, using an encoder will make an obvious quality difference.
Actually for me, at 90% and up I don't always use an encoder (unless it is something that I want the absolute best quality on).

Concerning encoders, I like HC which is freeware to use with DVD-RB Pro. However, QuEnc. is faster than HC and has it's good points, also.

Using a 2.4Ghz cpu it takes about 5 hours for an HC encode backup. So, it will be a tradeoff of time for quality, which for me is no issue.

ReJig makes exactly what DVD Shrink makes - transcoding.

Then maybe it is not bad idea to name the tools like DVDShrink and ReJig, hmm, let say compressors or maybe shrinkers :D
