IVTC MPEG2 video without reencoding?

I have telecined MPEG2 video (badly encoded from PAL to NTSC using TMPEGEnc). I would like to do inverse telecine and remove every 5th frame to have propper playback.
Is it possible to do that without reencoding?

OK. And is it possible to do something to force smooth playback of this telecined video?
Curentl, according to ReStream, file is progressive with TTF flag. Whatever I do, playback is not smooth and that fifth frame is shown so everything is jerky. Is there any way or combination of parameter in MPEG2 header that I can set to achieve smooth playback of telecined video?

If there are no RFF flags to strip out, then you have to re-encode.

Video is totall mess!
I just checked a bit more detail and I see it is not telecined propperly because every 6th frame is added - not 5th!
So IVTC doesn't work no matter what I do with standard filters and settings in MPEG header...
Now, I just reencoding everything into PAL. I use Decomb to telecide and Decimate every sixth frame and force 30fps because resulting video (by testing o small portion I encoded) will have 24.9fps which is not by DVD standard. By forcing 30fps before telecide/decimate, result is perfect and smooth 25fps video with propper duration (as reported and tested in VirtualDub on a small and problematic part of video) that will definitell match audio... we'll see when encoding is done.

Pretty tricky stuff, I might say!
