20:11 to 4:3

Want to convert 25 fps/20:11 640x352 avi movie to NTSC compliant so I can burn to DVD. I just fed it into TMPGEnc (720x480) and everything came out tall and thin. How can I do this?

add 4 lines to the top and bottom to get 640x360, resize to 704x480 and then add 8 lines both left and right to get 720x480.
Then encode this with the 16:9 option flagged.
