Recode ignores quantizer setting

Hi,

I was doing some experimenting with Recodes AVC encoder and noticed that the min/max quantizer settings are ignored in 1-pass mode. I set both to the same value and should thus get a constant quantizer which should make the effektive bitrate independent from the bitrate you set in Recode. But it seems the selected bitrate gets enforced whatever quants you set...

Any ideas?

Could someone at least confirm this is a known bug (or feature)?

hm i only know that recode also ignores the custom matrix settings, which is a gui bug
maybe the bug influences more and makes your quant settings also being ignored, dunno
