My DVD is in 4:3, but I need to encode into 20:11 w/bars

I'm not sure if there was a better forum for dealing with aspect ratio conversion, but if not please move me.

What program can I use to add letterbox bars to the video? I need to keep the video in a 4:3 ratio and then untimatly convert it to divx for my smartphone, but the DVD I have does not have letterbox bars to maintain the ratio, so everything is distorted. I've looked around the net for a couple hours now and I have not found a soultion. How can I add these?.

You're going to encode from DVD MPEG2 to DivX and want to have correct AR?
Use AviSynth and its LetterBox / AddBorders functions. For decoding the MPEG2 you can use DGIndex. You can find all the necessary tools in the download section.

I've already got my methods of conversion down with DVD Shrink and PocketDivXEncoder, I just need to add the bars to my divx file. I'm a complete n00b with more advanced conversion, so what exactly do I need to do simply to add the bars to my divx file? I couldn't find that in AviSynth.
