Is there a (lossless) way to convert the framerate of a 25 fps DTS-track into 23.976 fps?

Nope, don't think so, if you want to have a DTS-Track as result, you have to reencode. If you just want to convert on the fly and save an uncompressed file (6 pcm-wav): yes.
Hint: Windvd6 has a feature to playback PAL DVDs at the right speed with the right pitch. I like it, even if i wasn't able to get windvd to map the 6 channels correctly. But if you watch in stereo then it's no problem.
