QuEnc settings question

I'm currently backing up Star Trek Next Generation series, I am using QuEnc with Rebuilder. Since this is a 4:3 TV show, do I need to set QuEnc to 4:3 instead of 16:9? Also, do I need to check the Interlaced box in QuEnc?

ok, I just noticed a problem with my first dvd. The picture has colored blocks that flash through the screen every now and then, and some white specs that aren't in the original. The colored blocks that flash through are very bad, it lasts a second or so, then the picture looks good for a little while, then the colored blocks flash through again. It must be QuEnc, does anyone know whats causing this?
