Procoder 2 bit rate calculator

Sorry if this has been presented before...I have had a read before posting. I hope I did not miss it.
Can anyone assist with an accurate way to calculate the average bitrate
for a VBR pass with Procoder 2 to fit a 4.7G blank? Allowing for audio and or subtitles of course.
Are the calculations similar to CCE for example.

The average bitrate doesn't change between encoders. Why should it?;)

I did some more checking as time allowed and have just come to that
conclusion, In this case the silence was the answer.
