Do I need to have avisynth installed if using the HC encoder, since is supports .d2v file inputs?

yes
because dvd-rb feeds hc encoder with an avisynth script..

Well, can't say Yes or No... Are you use HC with DVD-RB or as Standalone...with dvd-rb yes you need avisynth... if standalone no, like clickit said just put the DGDecode.dll file in the same dir as HC
