In HC OPV, is CQ closely correlated to CCE's Q values? I also noticed the fractions given in HC OPV, and was wondering if it is a more precise 'Q' because of this. I always thought they had to be integers.

No... It depends of the scale used... I think that HC uses 1-30 (I'm not sure though) CCE 2.50 and 2.70 uses 1-100 and 2.66 and 2.67 1-65.

I always thought they had to be integers.Quantization levels are integers on a macroblock level but you can specify a float Q value for a frame.
HC will distribute these float values to integers for each macroblock.
CCE and HC both use the non linear Q scale code 1 - 31.

I don't think so...
as I said before it's only a question of Scale.
If Hank defined the HC Encoder as 1 - 1000 the value, let's say, 9.8 could be 316... got it?

note: this is just an example.
