I'm going to be encoding a few AVI files into MPEG-2 video using QuEnc, but I've heard countless times that it can spike your video bitrate. What free tools can I use to check my videos after they've encoded with QuEnc so I can make sure they never go above the max bitrate?

recently bitrate viewer seems to be showing lower than what the video really is for me so i am using mpeg stream eye instead.

BitrateViewer calculetes 1 kbps = 1024 bps.
It can not be changed in the chareware version but after you buy it you can set 1K=1000 in the settings.

Or do you mean lower Q-value?
