Hi,
I have a VOB file containing an episode decrypted from an anime dvd using dvddecryptr in IFO mode. Its runtime is about 24m. I was wondering how i would make this file into an .avi of around 200mb as its only 24m long.

those guide only show instructions on using gnot. Im using TMPGEnc and every time i use my .vob as input file and save it as .avi it somehow cuts out the entire video when you playback the .avi - the length of the .avi is fine... but just a black screen :)

You can use Virtualdub mpeg2 (free)to do this.
load your vob
1.choose your audio compression (I use lame mp3 128k)at the same sampling rate as the original file.
2.choose your video compression (I use xvid)
3.use a bitrate calculator to achieve the desired file size (their is one in the settings for xvid)
4.save your output

First... I take it you have installed the XviD codec?
Second... Does TMPGEnc accept Mpeg2/VOB sources?
If it does then follow this: -

And then select the XviD codec like this: -

Then click on the "Setting..." button within the "Video Compression" window to reveal the "XviD Configuration" encoder settings windows...
Not forgetting to set all the other stuff as well, such as, audio codec type and bit-rate, finished encoded file location etc, etc.
But... there are other encoding applications which are far more user friendly than TMPGEnc at generating Mpeg4 (XviD) .AVI's...
