Demux and Remux

I need a simple MPEG-2 demux/remux program, that allows me to demux the video out of an MPEG-2 file, and then remux it back, allowing me to change the delay of the audio. GraphEdit seems to work okay, using the Moonlight XMux 2.03 filter, and dump.ax. Sometimes it comes out right ,sometimes like 500ms-1s off, or so. But I do not see anywhere to change the delay of the audio, in the filter, or in the Xmux 2.03 program. Please help.
BBMpeg seems like a solution, but is outdated.

MuxMan offers audiostream correction/syncing and places it's streams into VOB files!

MuxMan does not work on 480x480 TV DVR files, only on DVD 720x480 files. Any other programs out there? The free older verson TMPGEnc, does not include a setting for audio delay. I do not think the files are SVCD, because the audio is 48000Hz. Is there a program out there that easily changes the file header, faking it as a 720x480 file. Search did not bring up anything. I am assuming not. I do know you can edit IFO's to change the aspect ratio.

ReStream can change the headers.

But - if it's not svcd, and it's not dvd, just what the heck is it?

dvdpatcher is good also.. it can just change the first sequence header (which is enough to fool scenarist.. not sure about muxman ).. doom9 has a guide about using svcd mpegs for dvd creation. (non dvd-resolution dvb streams i imagine should work as well ) you have to patch the vob(s) (not the ifo) back to 480x480 or else the final 'dvd' will display wrong.

re the sampling rate - i did most of my (x)svcd backups @ 48khz with an eye on possibly converting it to dvd later.

Okay. I thought I had tried this before, but setting Muxer 2.03 to mux the file as an MPEG-2 Program file, when using Graphedit, works perfectly everytime. Thanks for all of the help!!!!!
-Restream did not work. When I set the video to 720x480, it created MPEG-2 files that displayed only a black screen, but were the size of the original file.
