Is anybody manufacturing this type of disk yet or have they not set a standard for it?

JVC has manufarctired DL DVD-RW; read here (http://www.heise.de/newsticker/meldung/58257). Verbatim has released DL DVD+R, read about that here (http://www.verbatim.com/products/product_detail.cfm?product_id=232E9A22-A9D3-471D-A608CF93BA1C6E54&pc_parent=ED74FEDB-AEEC-4288-9F083A7DB8E09712). DL DVD-R should soon follow suit, in a matter of weeks.

Also, if I purchase a DL burner, are they "ready to burn" for DVD-R or will they need to be flashed in the future?

Both Verbatim and Memorex have DVDR-DL discs in Canada, the Verbatim is $39.99 for a 3-pack, while the Memorex is half that (!!) at $19.99 (Canadian $)
Check on your manufacturer's web site whether you need to upgrade your firmware, it would be nice to not make coasters at these prices!
Your burning software also has to support it!

the lg super drives can handle dl and nero supports dl for burning as well if you wanted to know my reamentation :D

Upgrading drive firmware is not easy, and may be quite disastrous, as Paulcat rightly points out. Starting from voiding the warranty, it can lead to drive failure. Perhaps best thing to do is to wait till your specifications are available in a model. But, of course, alge66 must already be aware of the issues.
Nero is a safe bet at a burning software; it supports SL/DL and + as well as - burning, as Shinigami-San has said.

thats odd everytime I;ve upgraded my firmware it;s come for offical sources execpt the ones which were beta that I've had no problem with and actualy increased perfomace in the range of 5%, 4% and 11% repectivly
but I've also never heard anything bad about liteonit or lg about frimware so I guess I'm lucky in htat respect
