i believe thats where you grab the cpu by the throat and start shaking it and calling it names. ;)
actually cpu throttling means slowing the cpu down.

i think there's something designed to let you run old games without them running so fast you die. i forget what it's called.

there used to be an old dos utility called moslo.exe that slowed a program down to 1% to 99% in 1% increments.
