Im using vdub mod 1.5, and activating the null transform filter to crop.
Then I start frame server, save .vdr, and encode using cce. ( i have tried tmgenc also and get same result. )
This is the vdub settings.

Have you tracked down this thread? Unfortunately, frameserving is a technique I've yet to devote the proper time to, I just ran a quick search out of the VDub forum and found this. I do know the principals in this thread and that they know what they're talking about, if that gives you any added confidence. :)

Hi-
Try using even numbers for your crop values. That result usually comes from an improper crop. If I were you I'd experiment with the numbers and encode short segments until I got it working OK.
Also, frameserving into CCE via VDub is slow, inferior, and obsolete, the kind of thing you might pick up at videohelp.com. Around here we much prefer using AviSynth for the job. But you didn't ask for any advice about that. :)
