Is there such filter? Or Smart Deinterlace and Area-based Deinteralce is only good ways to deinterlace PAL video?

I think Invert Telecine is the best way to deinterlace NTSC video. But I live in country, where only PAL available...

P.S: If you live in PAL country where only that is available, then you won't ever need to Inverse Telecine anything.

There is a middle ground between IVTC and deinterlacing that is often applicable to PAL. You might have progressive video that has a one-field phase shift, like this:
A B C D E ...
B C D E F ...
It would be suboptimal to deinterlace this. And you can't do inverse 3:2 pulldown. But you *can* do field matching [Telecide() or Tfm()] to recover the progressive frames.
