Is it possible to create a small-size DVD-format home movie on a CD-ROM? and how? Any information is greatly appreciated. Thanks in advance!

That would be a MiniDVD (DVD content on CD). It's like doing a DVD, but the limit is of course at 650, 700 or 800 MB, depending on the blank CD-R you get.
Also you shouldn't use high bitrates. I think up to 5000 kbps should be fine, but I can't say for sure. Definitely not something in the 8000 kbps range.
The compatibility of a miniDVD is very, very low, so you'd have to test one in your player to see it'll work for you.

The same way you always did ;) Well, at least I assume that you already created DVDs of your home movie tapes, so that you are familiar with the process of converting tapes to DVD.
If not, read the guides about capturing, encoding and DVD authoring, to get familiar with the process.
Then, when encoding the MPEG-2, you can set the desired bitrate in the settings of the MPEG-2-Encoder program.
Just out of interest. . how many minutes do you wanna fit on a CD-R as miniDVD ?
What kind of tapes is your source ?

I have a less-than-15-min movie created with Pinnacle Studio 9. The source is a regular analog VCR tape. Thanks.

Ok. You can output a DVD compliant MPEG file with Studio 9 (actually I believe you can even author since Studio 8). When you output the MPEG, you can select the bit rate you want.
Dunno about the quality, though, but you can try and see for yourself if you like it.

1 hours movie on 650M CDR seems take about 1400k video+128k audio.
