I'm trying to back-up a DVD that has slide-shows of stills for each of the characters. The reduction level is ~50%, the avg. bitrate is ~1,600.

On the first 4 rebuilds I tried using different settings with CCE encodes. For these I used:
RB67PR (Had to select special error processing)
AviSynth 2.5.5
MPEG2Dec3dg.dll
CCE SP 2.50 (3 to 5 passes with different Bias & Prec. settings}

Then I read some posts here claiming better picture quality with QuEnc. So I tried the following:
RB77PR (No need to select special error processing)
AviSynth 2.5.5
DGDecode.dll v.110
QuEnc 0.54 (Trellis Quant., HQ, Scene Detection)
This had less noise than with CCE.

After some test samples I tried again with:
RB78PR (No need to select special error processing)
AviSynth 2.5.5
DGDecode.dll v.110
QuEnc 0.59ß2 (Extreme&Slow, Trellis Quant., HQ, Scene Detection)
This had slightly less pronounced noise than with QuEnc0.54 but took 3 times as long - 2.5 days

The problem I have is that the slide-shows on both QuEnc rebuilds are flashed through when played in WinDVD, but not on the CCE rebuilds.
I'm not sure if this is the fault of the rebuilds or the player as even the original's slide-shows are flashed through with PowerDVD and the slide-shows play at proper speed on all discs with WindowsMediaPlayer. I don't have a stand-alone player to try them on.

Any ideas about what I can do with the files from the last Quenc encode so the slide-show plays at the proper speed in WinDVD - preferably without re-encoding the bulk of them. There's one VTS with 1,043 segments - those used in slide-show are all under 63KB when re-encoded. Is there some way to specify that those segments shouldn't be re-encoded?
