I have a simple question...
Is ac3 filter's audio quality better than the latest version of powerdvd, windvd or cineplayer? if not which one gives the best sound

It depends on the tastes by my findings.

Ac3filter is for ripped music or divx than cd media and has some normalizing/gaining controls in it. Also can be used with other decoder filter.

The dvd players have some EQ presets and are normally for dvd and dts cd.
I am not sure if they can play ripped data.

well of course decoders will not give exactly the same output when they do postprocessing of any sort or are buggy or dont support all features of the format (eg a aac-lc decoder decoding aac-he)

but by default every decoder has to be able to give exactly the same output on the same input

We could probably revise bond's original statement to be "all non-broken decoders give exactly the same quality". Technically speaking, if a decoder doesn't support all of AC3's features (DRC, dialog normalization, etc.) it is a broken decoder.
