SCD of HC and DVD-RB 0.79

If i use HC Encoder 0.12 in DVD-RB (in Setup instead of Quenc) Scene Change Detection of HC Encoder is disabled.

Is there a possibility to enable this option, for example in the ini-file or can i add the parameter -scene somewhere?

Another Problem: HC goes above Maximum Bitrate in CQ Mode. Is this a bug?
