when I go to encode a video I go to select audio and mpeg later-3 and when I go to select the bitrate the highest available is 56kBit/s and looking at FAQs and tutorials I have yet to find the answer, I thought I needed something like Lame, but apparently if I am not mistaken virtual dub does not support it?

As stated here Vdub does support Lame. d/l it from the software section on this site. IMO Lame is pretty much the standard for mp3 and it's free.
