Filtering black lines from old TV photos?

I have some images taken from a B&W TV screen that are showing the black spaces between scanlines, plus the images are somewhat soft and appear to have much of the contrast crushed to near white and near black.

Are there suitable filters to remove the inter-scanline black "lines"?

What would be the most appropriate filter(s) or software to better distribute contrast and improve overall appearance of the image?

probably do a vertical blur in photoshop to get rid of the lines, then use levels and curves to redistribute the tones.

but don't expect to get too much out of this...
