video capturing

hi. a friend of mine wants to capture some eps of dragonball from his vhs tapes and encode it to divx video. but because of the noise divx makes the picture looks really crappy. so what he wants is to encode it to real format with the anime filters etc. and then make that a divx high quality video. how can he do that? please suggest programs and guides or anything else that might help.
