If you have the AC3Filter installed (if not, get it here (http://www.doom9.org/Soft21/Filters/ac3filter_0_70b.exe)) you can listen your ac3 file trough BS Player or Media Player Classic, then use the filter option (In BS Player: Options/Filters/Ac3Filter) to increase the volume. That should work!

There is no lossless way to gain AC3 for standalone playback other than using a preamp that supports DRC, dialog enhancement, or other filtration.
