Is there any small simple program that will let me check all the specifics of how a divx or xvid file was created?

You need to be more specific with your question.

MPEG4 Modifier v1.3.2 (http://forum.doom9.org/showthread.php?s=&threadid=78050) can tell you if packet bistream, "QPel/GMC were used, stats for how many I/B/P/S/N-VOPs were used, list of VOP type and timestamp for each frame, etc."
