AC3 sound too low

I have a dvd that has the main movie and english sound.
Here is the problem the audio is a 6ch AC3 but the volume is too low.
Now how do i edit the ac3 do i amplify or normalize to i have to reencode to wav then ac3.

i would ac3->6wav(s)+normalize or boost with besweet and then 6wavs to ac3 with softencode .. there may be something newer available for ac3 encoding.. (and free) .. ive been a bit out of touch recently.. check the audio forum
