i saw before some hardware russian sites has compared P4 (SSE2) and P4 SSE3. And P4 SSE3 was faster. it was ,may be, 2 month ago. Now i canīt remember where it was

SSE3 can be slightly faster in some cases (provided the software is asm optimized for it), but ATM only the Prescott P4 supports it. I heard the latest Opteron/AthlonFX core will have it, but that's just heresay.
I'm sure XviD will never requre it, just as it doesn't require (but supports) other optimizations like SSE1/2
