Is a wired error on the borders.
The example is compress with the lastest build of celtic (xvid 1.1b1), 744x488, interlaced, AC on, GPel on, Bvops, Vhq Off.
And the example is only 1 field.

Maybe you could try mod8 or even better mod16 resolutions - this looks like some avisynth script of mine where i didn't respect that... (maybe it's your avisynth script, look at vdub's preview for those frames please)

A tried disabled other things bat useless.
In interlaced in some parts is very noticeable.

Try cropping to a mod16 resolution (e.g. crop 4 pixels off of each side and 4 off of the top and bottom before encoding), it really might help. It has nothing to due with avisynth, Koepi just meant that he had a problem like this while using an avisynth script that output a non-mod8 resolution, not that avisynth was part of the problem. (I hope I am not putting words in your mouth Koepi)

Asmodian, in the second exaple is a image of 144x144 and IS mod16 but this error is in the borders and in 2 blocks not in the blocks without mod8.
Sorry but I undenstand the error you are saying but this is not.
Edit:
Is in I-Frames the borders are "strange" and in interlaced is noriceable.
