In general, does "subpicture" mean "subtitle"?

Nope. Subtitle is the text that you can show/hide during playback, and the subpicture is one of the layers a menu comprises of. It's the layer that contains the menu items (the part of the buttons that will be highlighted).

actually thats not entirly correct.
subpicture tracks can be used to create subtitles.
for example ifoedit ,muxman and dvd workshop all refer to muxxing subpicture tracks. these become the subtitles on the finished compilation. :)
Also DVD Shrink refers to subtitle as subpictures.

Subpicture is the technical name for the 32 streams, as they are 4 color graphics. Subtitle is often used to refer to them in a title, but they are still subpictures (not text as in avi formats). In a menu or BOV 1, 2, or 3 of them, depending on the allowable display modes, are used to form the buttons.
