I have my wedding DVD but I am going to visit my grandpartens in Germany so I need to burn my DVD+R NTSC to DVD+R PAL
Is this possible?
All I need is to change Video System

The "video system" you want to change includes changing the frame rate and resolution. Not necessarily simple to do.

You might take a look at DVD2SVCD in DVD2DVD mode. It has an "NTSC to PAL" automated conversion capability, though I've never used it.
