Can I encode h.264 video with ffmpeg?

No.
x264 isn't (yet ?) part of ffmpeg, and it doesn't contain any other h264 encoders. However, perhaps soon x264 code will be included.
Moreover, x264 comes with a commandline encoder, is also included in mencoder, and has a vfw interface.
