the dvd is called "you are what you eat" and its a documentary about industrial food production. we made this movie with about 5k and distributed it on dvd-r.
now dvd-r is the only copy of the movie i have. we want to put it on vcd's becuase it will be cheaper to mass distribute.
there is some new information for political action that we want to add at the begining of the movie.
are we going to have to turn the dvd-r back to movie files, edit the movie and then go back to dvd-r and then to vcd?

OK. So you have it in DVD format and want it in VCD format with some new footage.
Convert the DVD to VCD with DVD2SVCD, choosing a disc size of, say, 700 in the bitrate tab and Dont make images selected in the image tab.
Convert your new footage to VCD format in the same way, with a disc size of 100, so that the total (800MB) will fit on a CDR. Use a different output folder from the original conversion.
Use VCDEasy (doom9 downloads page) to author the content to VCD using the bbMPEG_Muxed_files from the two output directories, with the new footage as the first item.
