what painting program shuld i use for Animated cartoons for filtering?

ok here the thing i may have too do this manual so or automatic dose any budy know a good paintting program that has filtering i need too filter out staic and noise?

I don't know if this company is around anymore but "Micrographic's Picture Publisher 9" is a good one for gif sequence.

You didn't go into detail but something automated would be "Neat Image Pro".
