Converting .wav from pal to ntsc

I took the audio from one avi file and replaced it with another the only promblem is that the one avi file was pal and the other was ntsc. What I need to do is increase sample rate in ratio of 1:1.1988 as the sound is behind the video. Does anyone know any software that will do this.

I don't mined paying.

Actually you need to do a timestretch operation or FRC as commonly referred to, you do not need to change the sampling rate. Check out audacity or besweet + soundtouch for this task. Info can be found on the audacity homepage (audacity.sf.net) or the besweet FAQ.
