Seeing one of those 2 for $20 deals at Circuit City, I picked up The Bourne Identity and Eternal Sunshine of the Spotless Mind. The plastic wrapping on both say that the DVDs are made in Mexico. Are there any issues with quality for these? Should I be making backups of these really fast? Or is "DVD rot" a thing of the past? Thanks in advance.

I don't think it should matter where it is made. Have you seen all the garbage they make in Hollywood these days? I'm sure 60 years ago we would dare not stamp "Made in the USA" on them. Though, as with all optical discs before the scratch protection we've been hearing about, with good care they should last quite a long time. I wouldn't say it's mandatory to back it up if it is in compliance with the local laws of your land, but if you have a tendency to leave them out to be played with by your dogs and or children, it's a good idea to back it up ;)
