Ok i just formatted my computer and before i did i backed up as much as i could on a 4.7 dvd-r cd. Before backing it up i checked to see if it would work since i wouldnt want to loose everything and it worked. Now after i have formatted when i insert the cd windows says that it is an BLANK CD but when i put it into nero burning rom it says that the cd is full of files on the dvd-data mode but for some reason i cannot open these fiels is their something that i did wrong?could i recover these files somehow?

2 scenery is possible:

You have not all drivers same now as before new Win install.

More likely, DVD, what you used is low quality and drive has problems with read it. Try to cool disk, DVD drive.
