X264 with fast motion(bug?)

Let's compress this file with x264.

I get something strange.

Can someone report to x264 team?

Known bug. We know why it happens, but fixing it is harder.
The simplest workaround in your case is to crop off the black borders. (Make sure to crop completely, i.e. don't leave even 1 pixel of blackness at the edge.) That will also improve quality even aside from this bug.

x264 may think border as a part of motion.

I can get rid of it in high bit-rate.

Or Cut the border hell out.

not totally fixed, look closelly at this mouth.

In some frame there are misplaced blocks.
