Getting jagged edges when converting MPG to VOB?

I am capturing video via my PC TV card and saving it as 720X480 DVD compliant mpg, mpg it is the only output the capture software does.

When I playback the MPG files they are ok but when try to convert it for burning to DVD using Nero recode I get jagged edges. My question is what could be causing the jagged edges?

Upon further investigation it is not jagged edges at all it is vertical lines the whole width of the image.

Any ideas for a fix?

Nevermind, I found if I capture video from PCTV card via NeroVision Express in DVD mode instead of using my cards software I was able to get video with out the lines.
