So far in my encoding career...I've only ever used TMPGenc to frame edit. I don't want to use it because it doesn't do as good as job as it could on deinterlacing and it makes the encode blurry if you want it to be decent looking. I know there are a few other programs that are used for frame editing (correcting). I think I heard one was paintshop pro or Adobe Photoshop...wasn't sure which...Just looking for something like those that could allow me to run the video through it and deinterlace and format. If it is Photoshop, what plugin do I need? I tried several ways of loading it in already. Thank you.

P.S. - I'm interested in applying filters while I frame edit to preserve quality and compress better than using Avisynth filters. Please fill me in on tips about doing this too.

Thank you!

I've never used it for the purpose you desire, but Pinnacle Commotion (Pro version) is reputedly a very good rotoscoping program, so might offer a toolset that will achieve what you are looking for. If I may quote from the product page:

"Commotion delivers more: the most powerful rotoscoping tools, the fastest image tracking system for fixing shaky shots or handling match moves, a 3rd generation paint system written from the ground up to ensure quality retouching, and a host of easy-to-use filters for superior keying, cleaning up composites, and adding text and other effects."

You can pick it up more cheaply as part of the Pinnacle 'Power Tools' / 'Creative Suite' package than you can on it's own, bizarrely:
