I've had success with the audio synch problem using Video Redo (www.VideoReDo.com) (21 day free trial). This is a problem I've seen posters in several forums struggling with, so I think it's worth a shout.
My synch problems developed after I got an Hauppauge pvr-250 to do my mpg conversion on the fly. Before then, using an Hauppauge WinTV for avi capturing and then converting to mpg via VirtualDub/Tmpgenc, I had no problems producing synched output to DVD using DvdLab.
The pvr-250 captures will play ok in Windows Media Player, but I think this is because, as others have noted, WMP compensates. However, trimming the file with Womble produces the synch problem, even in WMP. If I don't trim and go directly to DvdLab for de/remux, I get the progressive synch problem. Trimming the original pvr-250 cap with Video Redo results in Redo cutting out a number of unsynched frames. The resulting file also plays well in WMP but, more importantly, Dvd Lab output is good.
