The MPEG-2 stream is store in a .mpg file.
I don't want to re-encode it.
Is there any tool can be used?

If you have a dvd compliant mpeg2 stream in your .mpg file, try ifoedit to author a dvd.

And how do I know if it's a DVD compliant stream?
It's a program stream afaik.

DVD compliant stream means that the parameters of the MPEG-2 file are DVD compliant. That would be one of these:
PAL:
MPEG-2, 352x576, 25fps
MPEG-2, 704x576, 25fps
MPEG-2, 720x576, 25fps
NTSC:
MPEG-2, 352x480, 29.97fps
MPEG-2, 704x480, 29.97fps
MPEG-2, 720x480, 29.97fps
You can use a program like BitrateViewer (http://www.tecoltd.com/bitratev.htm) in order to see the parameters.
