Anyone knows of any MPEG-2 encoder that can alows me to encode my raw video data from Y,U,V format to MPEG-2 format. However, the MPEG-2 video format must be using VBR rather than CBR to encode the video...Pls help!!!!

Use avisynth to open the raw video and to feed the frames to the encoding application of your choice (QuEnc, NuEnc both do what you want).

ok cool..Thanks...by the way what does QuEnc and NuEnc stands for and what they means?

QuEnc was just a name for my "Quick Encoder". I assume NuEnc is just really "New Encoder" ;)
