Is there any software player or way of displaying close captioning from *.ts streams?

If you are talking about ATSC transport, you have to parse the EIA-608/708 closed caption data from the video user data. All the software (including my company's) that I know of for this is commercial. I don't know of any freeware solutions, but others may.
I could "lend" you the EIA specs if you're a coder.

Thanks, a lot, yes I'm talking about an ATSC transport. Unluckily I'm not a coder, I've read a little bit about the EIA-608/708, I've found some documents at http://www.access.gpo.gov/, I presume they are the specs and I have also read a little bit about deciphering them at http://www.geocities.com/mcpoodle43/SCC_TOOLS/DOCS/SCC_FORMAT.HTML. I more or less can see how he uses what is documented on the government's website to decode EIA-608 spec close captions. But EIA-708 spec document is not that easy to understand for me. Another option is that the .TS files I have are messed up, I've got them from the net because, here, down the US border, we've got no HDTV; the streams are cut to remove the commercials, I've used Intervideo Video Decoder, and the Line 21 parser included in Windows, but I just got some random characters and it appeared as the video covered them (probably an overlay problem). Is the commercial software you're me telling me like for "commercial" purposes aka developing a product with close captioning to sell or "personal" purposes aka playing back movies at home? How much do they cost?
