After much trial and error I would like to share some of my results:
The greatest problem I encountered in authoring DVDs from dvb video streams are audio sync problems.
The best approach I think is demuxing with ProjectX except many dvb video streams in USA have a structure that cannot yet be successfully demuxed with ProjectX.
Instead I first convert my dvb video stream into .ts video using ProjectX.
Then I open the .ts video in Womble’s mpeg-vcr and do my editing and again save results as a .ts video without doing any other corrections or conversions.
Then I demux with mpeg-vcr and then author the DVD with IfoEdit.
Most of the time the audio is in perfect sync and the DVD is very playable on most standalone players.
