How Do I Limit SVCD Length ?

Is there any way of limiting the amount on each cd when using dvd2svcd , I want to limit each cd to 45 mins as sometimes it tries to fit too much on one disc resulting in the disc freezing when playing.

Are you using D2S in standalone mode or with D2SRoBa?

If in standalone mode, go to bitrate tab and do your settings:
Between 0 and 45 min use 1 CD
Between 46 and 90 min use 2 CD
Between 91 and 135 min use 3 CD

But I do not believe this will solve your problems..
To be standard, a SVCD can handle a max of 2756 kbit/sec, so 800 MBytes (a 80 min CD) will give you 2435 secs at max bitrate, which is a little bit more than 40 minutes.

An usual value for a SVCD is lower than this, i.e. 2000 kbit/s (including audio)

BTW, In the right part of the bitrate tab, D2S shows the calculated bitrate for the video, discounting the audio bitrate.
