TMPEG 2.59 bug?

Some people are talking about a bug in it, what kind of bug is it?

I'm having some trouble with CQ_VBR mode, no matter if I change bitrates or quant matrix, the filesize and picture quality remains unchanged.

Yes, this is the bug. The file will be to big and u can't do anything. The newest version is the best one.
