Mode > ISO > Read

With DVD Shrink (www.dvdshrink.org). And btw, the maximum size of a dual layer DVD is about 8 GB, not 8-9 GB ;)
But why do you want an image if you're gonna downsize the DVD ?
If you use DVD+R DL, you can even do a 1:1 copy with DVD Decrypter, using Mode > ISO > Read and Mode > ISO > Write

there tends to be a difference between commercial pressed (dual layered) dvds and dual layer dvdrs ;)

There is no difference. Dual layer is 7.95 GB (8.5 GB advertised), always has been.

I'm under the impression that it's 9,4 GB for a commercial dvd.

The 9.4 GB (advertised) is for a double sided DVD, not a dual layered DVD.
The two sided DVD is just like two single layer (4.7 GB advertised) glued together, hence the exact augmentation of the capacity by the factor 2.
A dual layer DVD does not exactly double the capacity, so it can't be advertised 9.4 GB. It's advertised 8.5 GB (7.95 GB) for both pressed DVD-9 and DVD+R DL.
It's always been that way for the DVD-9, and the DVD+R DL is no exception.

When i load up dvddecrypter it says "NUmber of layers: 2" - will that mean i wont be able to burn it to a normal 4. whatever dvd after resizing?

"Number of layers: 2" means that you *have* to resize it in order to fit on a single layer (4.37 GB) DVD.
